JVS MetroWest Appoints Rebecca Shulman Sr. Program Director

Shulman brings 30+ years of rehabilitation services experience to JVS programming and clients.

Jewish Vocational Service (JVS) of MetroWest New Jersey has appointed Rebecca Shulman senior program director to oversee the organization’s Career Discovery Program and community employment services. In addition to these areas, JVS provides a wide range of programming that includes eldercare, corporate training, vocational rehabilitation, adult basic education (ABE), English as a second language (ESL), émigré resettlement, citizenship preparation and immigration services. An expert in the rehabilitation sector, Shulman brings extensive experience to her role, having held leadership positions in top government and nonprofit organizations in New Jersey over the past 30 years.

She spent eight of those years working previously at JVS, which gives her firsthand insight and understanding of the organization’s opportunities and priorities, all of which are focused on helping members of the community maximize their abilities and potential to become economically self-reliant, productive citizens. Shulman first joined JVS as coordinator of employment services and manager of rehabilitation services, providing support to individuals who have disabilities while contributing to the success of each department. In her new position, Shulman will be responsible for developing the overall program strategies and enhancing and expanding the community relationships necessary to drive JVS’s life-enhancing programs forward.

“There is no one better suited than Rebecca to help us develop and deliver the breadth and quality of programming that is most needed in our community,” said Michael Goldberg, JVS board president. “Based on her personal knowledge of JVS and decades of work at DVRS, Rebecca has the experience, the leadership and the vision to enhance programming for our existing clients and significantly expand our reach. We are delighted to welcome her back to JVS.”

Shulman began her career as a rehabilitation counselor at DVRS and, over the course of 30 years, took on increasingly impactful positions, culminating in chief, rehabilitation services of the organization’s central office. In that role she oversaw the provision of vocational rehabilitation services on a regional basis while supervising local managers of DVRS offices. She also served as manager in the Essex County office, which is the largest DVRS office in New Jersey. Prior to re-joining JVS, Shulman also worked as a business engagement specialist at Goodwill Industries of Greater NY and Northern NJ, where she assisted individual clients with their planning and employment needs.

Shulman has held numerous leadership positions in the rehabilitation community, including leadership roles at the State Rehabilitation Council, Essex County/Newark Workforce Development Boards’ Disability Issues Committee and New Jersey Rehabilitation Association and president of NJAPSE. She holds a New Jersey license as a rehabilitation counselor and national certification as a rehabilitation counselor through the Commission for Certification of Rehabilitation Counselors in Chicago. She also holds a national certification as a counselor through the National Counselor Certification Board in Virginia.

She earned a master’s degree in education from New Jersey City State University and completed the National Executive Leadership Institute program in rehabilitation management at the University of Oklahoma.
